WASHINGTON, Nov. 27, 2017 — The Nov. 24 attack on an Egyptian mosque in northern Sinai that killed at least 305 men, women and children is an example of why the United States must remain involved in the Middle East, Pentagon spokesman Army Col. Rob Manning said today.

The United States must help partner nations build their own defense and police capacity to “ensure [the Islamic State of Iraq and Syria], al-Qaida and like-minded groups cannot plan and carry out attacks,” he said.

Manning gave an overview of the area during his weekly press gaggle with Pentagon reporters. He said there are roughly 500 U.S. forces in Syria and around 5,000 in Iraq. Defense Department officials are working on providing a better run-down of U.S. forces in the countries as security considerations permit, the colonel said.

Iraqi forces are working to improve security in areas they have retaken from ISIS control, Manning said. This includes going into areas to clear them of improvised explosive devices, clearing out weapons caches, disarm booby traps and rooting out ISIS hold-outs.

“In Syria, in the last 24 hours, the [Syrian Democratic Forces] has reinforced positions near the Iraq-Syria border, repelling an ISIS reconnaissance element,” he said.

Coalition forces aided the SDF as it advanced along the southern bank of the Euphrates River. “Also coalition forces provided counter-IED training to Raqqa internal security force soldiers,” he said. The coalition also passed over communications gear to Raqqa force personnel.

Over the weekend, President Donald J. Trump spoke with Turkish President Recep Tayyip Erdogan and discussed the U.S. supply of arms to the SDF. Turkish leaders are worried that arms supplied to the Kurdish portion of the SDF could end up in the hands of the [Kurdistan Workers’ Party] -- a designated Foreign Terrorist Organization.

“Consistent with that policy, we’re reviewing pending adjustments to the military support provided to our Kurdish partners [in the SDF], in as much as the military requirements of our defeat-ISIS and stabilization efforts will allow us to prevent ISIS from returning,” Manning said. “We remain very clear in that we are going to continue to target ISIS and remain committed to protecting our NATO ally Turkey.”

Weapons provided to the SDF are limited and mission specific, the colonel said.

Russia, Egypt to discuss military cooperation
Russian Defense Minister Sergey Shoigu arrives in Egypt to meet officials

ANKARA

Russian Defense Minister Sergey Shoigu will discuss with Egyptian officials prospects of military technical cooperation and the situation in the region, according to the Russian Defense Ministry.

"Sergey Shoigu has arrived in Cairo to take part in the 4th session of the Russia-Egypt Military Technical Cooperation Commission,” the ministry said in a statement on Wednesday.

Shoigu will also meet his Egyptian counterpart Colonel General Sedki Sobhy to discuss bilateral military technical cooperation.

According to the ministry, Shoigu is expected to meet Egyptian President Abdel Fattah al-Sisi to exchange views on international and regional security.

"In May, in course of negotiations with Sedki Sobhy in Cairo, Sergey Shoigu stated that Russia had proposed interesting military technical cooperation projects," the statement said.

Egyptian-Russian relations have greatly improved since al-Sisi came to power in 2014 following the overthrow of his predecessor Mohamed Morsi in a military coup one year earlier.

CAIRO, Nov. 29 (Xinhua) -- Egyptian President Abdel-Fattah al-Sisi said Wednesday Egypt is keen on enhancing relations with Russia at all levels, especially in the military domain, official MENA news agency reported.

Sisi's comments came during his meeting with visiting Russian Minister of Defense Sergei Shoigu.

The Middle East is confronting different challenges, atop of which comes terrorism, Sisi said.

The Egyptian President also noted that the current situation requires enhancing joint cooperation to overcome these challenges and restore stability in the region.

For his part, Shoigu said that his country backs Egypt in its fight against terrorism.

Egypt has been fighting against a wave of terror activities that killed hundreds of policemen and soldiers since the military toppled former Islamist president Mohamed Morsi in July 2013 in response to mass protests against his one-year rule and his currently outlawed Muslim Brotherhood group.

Terror attacks in Egypt used to be centered in North Sinai before spreading nationwide and killing hundreds of policemen and soldiers over the past few years.

On Friday, a terrorist attack against a mosque in North Sinai killed at least 305 Muslim worshippers, including children, and wounded over 120 others.

Although no group has yet claimed responsibility for the mosque attack, fingers are pointed at a Sinai-based group loyal to IS group, which has claimed most of the terrorist operations in Egypt over the past few years.

اعتقد ان الزيارة مرتبطة باحداث سيناء ربما لدى الروس معلومات مهمة ارادوا ايصالها للجانب المصري لان الصفقات لاتعقد بهذه الطريقة.

التعاقد عليها خيار موجود بالطبع كذلك الاس ٤٠٠ فحسب المصادر الروسية فالاهتمام المصري موجود لكن مصر تشتري السلاح بكميات كبيرة لتعويض الخارج عن الخدمة لذا فالاولوبة للاكتفاء من ال mig 35 و ال S300VM

ربما مستقبلا ولكن ليس حاليا خصوصا ان مصر تركز الان على الميج والرافال ولا مجال للسوخوى الان وكذلك الاس 400 مصر تعاقدت على بطاريات اضافية من اس 300vm بمعنى انه لا مجال ايضا للاس 400 حاليا

نشرت الحكومة الروسية مسودة اتفاق بين روسيا ومصر يسمح للبلدين باستخدام المجال الجوي لكل منهما الآخر، واستخدام طائراتهما العسكرية للقواعد الجوية فيهما.

وورد نص مسودة الاتفاق في مرسوم، وقعه رئيس الوزراء الروسي، ديمتري ميدفيدف، في 28 نوفمبر/تشرين الثاني، يكلف وزارة الدفاع الروسية بإجراء مفاوضات مع المسؤولين المصريين، وتوقيع الوثيقة عند توصل الجانبين إلى اتفاق.

وقد زار وزير الدفاع الروسي، سيرغي شويغو، القاهرة الأربعاء لإجراء محادثات مع القادة السياسيين والعسكريين، والتقى الرئيس المصري عبد الفتاح السيسي، ونظيره المصري الفريق صدقي صبحي.

وأفادت تقارير بأن بنود المرسوم التي وردت في المسودة "بحثت مبدئيا مع الجانب المصري" ووافق عليها ميدفيدف.

وكانت روسيا قد شنت عملية عسكرية لدعم الرئيس السوري، بشار الأسد، في سبتمبر/أيلول 2015، وهناك مؤشرات إلى حرصها على توسيع وجودها العسكري في المنطقة.

وقال مسؤولون أمريكيون في مارس/آذار إن روسيا نشرت قوات خاصة في مصر قرب الحدود مع ليبيا، ولكن موسكو تنفي هذا الادعاء.

ووطدت روسيا علاقات مع القائد العسكري الليبي القوي، خليفة حفتر، الذي أجرى محادثات مع شايغو، عبر رابط فيديو من حاملة طائرات روسية في البحر المتوسط هذا العام، وزار موسكو.

وستتمكن الطائرات الحربية الروسية والمصرية من استخدام مجال كل منهما الجوي، والمطارات، على أن تقدم إشعارا مسبقا قبل خمسة أيام، بحسب ما تقوله مسودة الاتفاق، الذي يتوقع استمراره لمدة خمس سنوات، قابلة
