There were two reasons.
- Design concept. This is the major reason. France wanted a multi-role fighter with carrier-borne-capability, while the other countries wanted a dedicated interceptor. As you can see, the two concepts are mutually exclusive. I find it funny, because Eurofighter consortium have kept trying to forcibly make Typhoon into a multi-role fighter afterwards, to sell it worldwide.
- France wanted to be the supplier of the engine. But UK wanted to be chosen as the supplier(Rolls-Royce), too. And the other countries preferred US engine for cost-effectiveness.
Anyway, Rafale turned out to be a overall better fighter than Typhoon. While Typhoon has a slight edge over air-to-air combat, it’s just marginal. Mostly because they use the same long-range AAM, Meteor. But Rafale is far superior to Typhoon in ground-striking capability. Also, Rafale has a better sensor fusion and integration.
What is more, Rafale has much lower maintenance cost and much higher mission availability/reliability.
