Italian shipyard Fincantieri has yet to submit the necessary export request to sell two Bergamini-class frigates to Egypt, Alberto Cutillo, the director of the Italian Ministry of Foreign Affairs’ Military Material Authorisation Unit (UAMA), said on 3 March

Cutillo told the commission investigating the death of Giulio Regeni, an Italian who was tortured and killed in Egypt in 2016, that the foreign and defence ministries had no differing opinions when they approved Fincantieri’s request to negotiate the sale. He added that the absence of an export request from the company indicated that talks are continuing

The Italian press has identified the frigates that would be sold as Spartaco Schergat and Emilio Bianchi , both of which are being completed for the Italian Navy but have yet to be commissioned

قال ألبرتو كوتيلو ، مدير وحدة ترخيص المواد العسكرية بوزارة الخارجية الإيطالية ، يوم 3 مارس / آذار ، إن حوض بناء السفن الإيطالي "فينكانتيري" لم يقدم بعد أي طلب التصدير الضروري لبيع فرقاطتين Bergamini-class إلى مصر.

أخبر كوتيلو اللجنة التي تحقق في وفاة جوليو ريجيني ، وهو إيطالي تعرض للتعذيب وقتل في مصر في عام 2016 ، أنه لم يكن لدى وزارتي الخارجية والدفاع آراء متباينة عندما وافقوا على طلب Fincantieri للتفاوض على البيع. وأضاف أن عدم وجود طلب تصدير من الشركة يدل على استمرار المحادثات.

حددت الصحافة الإيطالية الفرقاطات التي سيتم بيعها على أنها Spartaco Schergat و Emilio Bianchi ، وكلاهما يجري استكمالهما لصالح البحرية الإيطالية ولكن لم يتم إطلاقها بعد.

These are the questions that analysts and experts are asking after today's words by Alberto Cutillo, director of the unit for authorizations of armaments of the Ministry of Foreign Affairs, in a hearing at the Regeni commission. Here is what Cutillo said.

THE CURRENT SALE OF FINCANTIERI'S FREMM TO EGYPT

For the sale of two Fremm frigates to Egypt, Fincantieri “has obtained an authorization for the negotiations, but we are not yet in the phase of the export authorization as Fincantieri has not yet submitted the request to that effect to 'Uama': which I it suggests that the negotiation is still in progress, "said Alberto Cutillo, director of the unit for authorizations of armaments at the Ministry of Foreign Affairs, in a hearing at the Regeni commission.

NO FOREIGN AND DEFENSE LIMITATIONS OR CONTRAINDICATIONS

"There were no limitations or contraindications from Foreign and Defense on the negotiation," said the official of the Farnesina.

THE PHASES FOR EXPORT

Cutillo explained to the commissioners that Uama is responsible for issuing authorizations to exchange arms material. For export to Egypt "3 steps are required: control of the negotiation activity, release of the export authorization after the signing of a contract and documentary checks on the correct arrival of the materials".

HOW THE REQUEST FOR FINCANTIERI WORKS AND NOT ONLY

In particular, La Uama receives a communication of the start of negotiations from a company registered in a national register of companies authorized to negotiate (they are about 50 and only they can negotiate armaments material), held at the Ministry of Defense.

TIMING OF THE PROCEDURE

The request is examined and a reply must arrive within 60 days: silent consent would be expected but for 30 years the authorization has been granted or denied, which may contain limitations or conditions on the negotiations. The authorization for negotiations, the Farnesina official points out, does not give the company the right to export authorization. "Which justifies the big divergence between requests for negotiations and export authorizations."

THE ROLE OF CUSTOMS

If the amount of the transaction and the recipient country of the armaments are considered particularly relevant, the political authority is invested: it passes to an inter-ministerial advisory committee, and decisions are taken unanimously. Customs control the exit of materials from the national territory. "If you consider that the transaction has a potential negative effect on bilateral or multilateral relations, authorization may be denied," concluded Cutillo.

الفرقاطتان مخصصتان للبحرية الإيطالية وتم عرضهم فقط في معرض دبي ، وبسبب طلب مصر شرائهم تم إلغاء حفل انضمامهم الي البحرية الإيطالية
