KUALA LUMPUR: With the Royal Malaysian Air Force’s multi-role combat aircraft (MRCA) replacement programme seemingly back on track, Rafale International believes its jet is well-placed to be the best bet for Malaysia.

With fighter aircraft undoubtedly being the most strategic weapon of any air force today, it said, both in terms of combat effectiveness and critical technologies, the Rafale is the right answer to conduct modern warfare safely and efficiently, thanks to its multi-role capabilities.

The consortium said there were three “must haves” of a true multi-role fighter aircraft a design, which is, from the onset, for carrying out all types of missions successfully, a cutting-edge mission system with the best sensors, and the sheer power of data fusion and an outstanding store carriage capability.

It said the Rafale is a twin-engine multi-role fighter aircraft that can carry out a wide range of missions, such as air policing and defensive counter air, air-to-ground precision attack, air-to-sea strike, nuclear deterrence, and air reconnaissance without having multiple fighter aircraft in an operation.

“This enables multiple missions to be carried in one sortie. Designed to be the sole combat aircraft in the French Air Force and Navy, being operated by the French armed forces in combat operations for more than a decade now, Rafale has proven its operational excellence in various theatres around the world.

“Having just one type of combat aircraft that fulfills multiple roles translates to highly efficient squadron maintenance and operations.”

Rafale International said the second “must have” has been fulfilled in the Rafale with its technologically-advanced sensors: active electronically scanned array radar, electronic warfare integrated self-protection system, front sector optronic system and datalink.

“The data fusion of information presents a unique tactical picture to the crew, increasing situation awareness and reducing pilot workload,” it said.

The Rafale, the consortium said, was able to take off at 2.5 times its empty weight, fulfilling the third “must have”.

“(It is capable of carrying) a large variety of mixed loads, offering the ability to conduct several types of missions in the same sortie. This allows flexibility in mission planning and execution.

“Its modular architecture ensures that the Rafale is ready for a wide spectrum of evolutions linked to future requirements, to increase its capacities in tomorrow’s integrated battlespace. With continuous upgrades, the Rafale is guaranteed to be operational for the next 40 years and beyond and is fully adaptable to any future needs.”

Rafale International believes recent successes in the sale of Rafale aircraft to India, Qatar and Egypt has proven that the Rafale is a worthy option for the world’s air forces, including RMAF.

“These further successes of the Rafale confirm the technological know-how and competencies of Dassault Aviation’s employees and of its 500 industrial partners. The contracts also illustrate the strategic relationship and the exemplary partnership maintained between France/Dassault Aviation and these countries and marks the natural culmination of the relationship of trust.

“The Rafale is combat-proven and is engaged in six theatres of operation, which demonstrates unstinting efficiency in protecting nations,” it said.

Should the Malaysian government procure the Rafale for RMAF, there will be benefits for local defence and aerospace industry players.

“The Rafale is produced by three aerospace leaders: Dassault Aviation, Safran and Thales. These companies are (already) collaborating with Malaysian partners, among which are local aerospace industry players that are, or will become, part of Rafale OEM’s Global Supply Chain, organisations and institutions involved in education, research and high technology development.

“We are committed to Malaysia and will continue to collaborate with local partners to develop, in particular, talents and skills of technology and entrepreneurship, in line with the (government’s) Economic Transformation Programme goals,” said the consortium.

One of the collaborations with local players in which Dassault Aviation was involved was the UAV Siswa Challenge, initiated with the aim of supporting human capital development of a future engineering workforce in Malaysia in aeronautics and aerospace.

It was organised with Composites Technology Research Malaysia Sdn Bhd (CTRM) in partnership with the Education Ministry and the Malaysian Industry-Government Group for High Technology (Might).

“The UAV Siswa Challenge provided a platform for students to put theory to practice, gaining hands-on experience similar to a real-life commercial project. We were delighted to see Malaysian students demonstrating their knowledge, capabilities and determination to achieve the goal of flying their UAV autonomously.

“The result was outstanding. The students committed their time to complete their hexacopter, overcame disappointments following crashes and learnt from them, sourced for solutions and enlarged their network of contacts from this challenge.

“These are practical experience that add to their theoretical and technical knowledge and will equip them well when they join the marketplace,” said the company.

The Rafale returns to the Langkawi International Maritime and Aerospace exhibition again this year and Dassault Aviation is delighted to be back.

“This exhibition is an opportunity for Rafale International to renew and strengthen ties with our existing and future partners. At the same time, it provides a platform for the Rafale to showcase its state-of-the-art technology, capability and features that not only benefit the aviation and defence sector, but also for education and economic investment and development in Malaysia.”

Heavy Configuration )

Typhoon blows away competitors

HAVING worked with the Malaysian armed forces and supported the development of the local defence industry for decades, BAE Systems is hoping to take things further.

For the past 50 years, BAE Systems and its subsidiary companies have been supplying all three of the armed forces’ services with equipment, while supporting the defence industry for 20 of those years.

The relationship continues till today, and the company would like to see it grow even further by providing the Royal Malaysian Air Force the much-vaunted Eurofighter Typhoon aircraft.

The Typhoon is one of two aircraft said to be in the shortlist for the RMAF’s multi-role combat aircraft (MRCA) replacement programme, and BAE Systems, which builds the aircraft in consortium with two European companies, believes it is the perfect fit for Malaysian needs.

BAE Systems has worked with the Malaysian armed forces for over 50 years and supported the development of the Malaysian defence industry for more than 20 years, gaining a unique understanding of Malaysia’s requirements and aspirations. BAE Systems can assure Malaysia that a procurement of Typhoon will deliver benefits well beyond the defence capability that the aircraft brings to the RMAF,” BAE Systems regional sales director Steve Osborne told the New Straits Times.

Much like the deal for the supply of Hawk advanced jet trainers year ago, the procurement of the Typhoon would come with various offset initiatives that will deliver over 21,500 Malaysian jobs.

Osborne said it was expected that the economy would benefit to the tune of RM54 billion over the operational life of the aircraft.

He said the MRCA programme required an aircraft that can address the ever-changing threats in the region and the Typhoon would deliver on this by having a clear strategy which upgrades the aircraft capability in regular phases to maintain combat advantages.

With 599 aircraft on order with eight nations, more than double that of our competitor, ners, and remain at the peak of capability throughout it Typhoon’s capability is the product of a global understanding of the operational environment. RMAF can have confidence that Typhoon will arrive ready to fight, have the highest interoperability with its (Five Power Defence Arrangement) and other international parts life.”

MRCA need to be available for operations round-the-clock and must deliver this with the best use of operational expenditure, and BAE Systems guarantees that the Typhoon is just such an aircraft.

The Typhoon is proven to consistently deliver the highest levels of availability in all operational environments, significantly higher than similar aircraft in its class. (It) was designed at the outset for maintainability and reliability across all of its systems.

From the ultra-reliable EJ200 engine with a (mean time between failures) beyond 1,200 hours to the combat-proven weapons systems and Helmet Mounted Sighting System and sensor fusion, Typhoon will provide RMAF with the highest level of readiness.”

Another advantage, the company said, would come in terms of the FPDA.

Since the 1970s, Malaysia, Singapore, the United Kingdom, Australia and New Zealand have had an understanding under the FPDA to work together in times of conflict.

To this end, the five nations take part in a series of annual exercises where interoperability development across the air domain is a goal.

Shortly, the UK and Australia will introduce the F-35 Lightning II into operation and it is possible that Singapore may look at the F-35 in the future. With Malaysia and Australia operating variants of the F/A-18, and Singapore operating the F-15SE and F-16, Typhoon offers a clear advantage for Malaysia in regards to current and future combat interoperability with these platforms.

Further, with the UK developing their doctrine for Typhoon and F-35 interoperability, FPDA will provide the means for valuable experience sharing for operating with this fifth-generation fighter. Typhoon will provide RMAF with the best platform to continue to play a lead role in FPDA for the future,” said Osborne.

BAE Systems, in association with its training partners, also intends to provide Malaysia with “enduring, world-class skills and knowledge in aerospace technical training”.

BAE Systems Southeast Asia managing director John Brosnan said doing so would allow Malaysia the opportunity to significantly increase its share of the regional civil Maintenance, Repair and Overhaul (MRO) market.

This, he said, would go some way towards the government’s target of gaining five per cent of the global MRO market.

“Such a development could also provide opportunities for current and past members of the RMAF to align their technical skills and experience with the civil market, resulting in effective and efficient aircraft operations,” he said.

The early basic foundation training and elementary qualifications for aerospace maintenance operations are largely the same as those for aerospace manufacturing.

BAE Systems, said Brosnan, proposes to provide Malaysia with the capability to train students in a way that will benefit the aerospace MRO and manufacturing sectors by providing options to follow careers in either sector at an early stage.

“BAE Systems recognises that first-class training is the essential foundation for a well-developed safety culture, contributing to product reliability, operational availability as well as reducing accidents due to maintenance error. While BAE Systems has trained a significant number of personnel from overseas air forces, it also trains its own workforce to support fifth-generation products, such as the F35, and the Royal Air Force in the maintenance of its Typhoon fleet at its Coningsby and Lossiemouth main operating bases.”

The company recently invested in a new Maintenance Training Academy and an Advanced Skills and Knowledge Academy in the UK to serve these training requirements, said Brosnan.

Although some features will be available from 2023, the ministry says, the first aircraft to be fully equipped to the F4 standard will arrive in 2025.

It adds that a decision covering the fifth tranche of production will be made in its next six-year procurement plan, due in 2019.
