L’Egypte rachète les ex-BPC russes et leur batellerie
It was the perfect scenario for France after the decision of the president to freeze the delivery of the two projection and command ships made for Russia because of the situation in Ukraine. After concluding this was a favorable compromise with Moscow to cancel the contract, Paris finally found very quickly a buyer for the former Vladivostok and Sevastopol, waiting in Saint-Nazaire. So it will be Egypt, which will take delivery of two PCBs in less than six months. While many countries had shown interest in these boats, the case was conducted smoothly
"The agreement with the Russians for the cancellation of the contract was concluded on August 5 and the next day, President Hollande was in Egypt for the inauguration of the new Suez Canal. On the sidelines of the ceremony, his Egyptian counterpart came to see him to tell him he wanted to PCBs "are we entrusted the Ministry of Defence. This explains today's extreme confidence displayed by the head of state when interviewed that day by journalists about PCBs resale opportunities. "There will be no difficulty for France to find buyers for these boats," had then launched a Hollande clearly confident.

The French president knew then the whole point of his Egyptian counterpart and strong will to acquire boats. As he had done previously for the purchase of Rafale and a multi-mission frigate (FREMM), Marshal Abdel Fattah al-Sissi made sure that things go very quickly, and that is precisely what happened. Paris and Cairo have returned to the hard negotiations in late August, and September 19, the scope of the agreement was already set, opening the way three days later to finalize the purchase decision following a maintenance of the two leaders.
While an Egyptian delegation visited France, particularly in Saint-Nazaire, two weeks ago, it now remains to finalize the agreement and sign it, which again represents an important job. The matter should, however, be quickly buckled since the Egyptians must take delivery of two PCBs in early March 2016. Before that, he'll have to make some adjustments on buildings, in order to equip them with specific systems to the Russians. However there will be no need to undertake major work, as if that had been the case with a buyer wishing to have vessels to western standards and not to Russian standards. Discussions will also be held with the French manufacturers to add additional equipment, starting with armaments. We remember in fact that the means of self defense of Sevastopol and Vladivostok were to be installed in Russia. No weapons currently being embedded, it will therefore have to include the integration of new materials (artillery and possibly surface-to-air systems at very short range) to ensure the protection of these major platforms 199 meters long and over 21,000 tons of load displacement.
Besides the technical aspects, an important component devoted to training future crew is also scheduled. Like what happened with the Russians, some 400 Egyptian sailors will arrive in France to learn how to implement the PCB. Training that will be provided technically by manufacturers (DCNS and STX France) and operationally DCI Navfco, with the assistance of the Navy. These are already well established in the field since they have provided in record time this year, the transfer of the former FREMM Normandie and training its crew. Bought in February, the building, which was about to join the ranks of the French fleet was in fact delivered to the Egyptian Navy in the month of June

Besides the two PCBs, the Egyptian Navy will also take Skippers which had been commissioned by Russia to equip the buildings. These two fast amphibious landing craft (EDAR), 30 meter catamarans designed and built by CNIM Socarenam. Aluminum hulls, manufactured in Saint-Malo, were then towed for completion in Boulogne, where they still remain. Skippers made for ex-Vladivostok and Sevastopol also includes four new generation of hardware Barges (CTM NG), gear 26.5 meters sold by DCNS and built under contract by the shipyard STX France Lorient. Completed in the summer of 2014, they joined Saint-Nazaire after their trials and are currently sheltered in the raft of Vladivostok
Financially, Francois Hollande, who yesterday welcomed the conclusion of the agreement with Cairo, said that France would "lose nothing" in this case. While Paris has agreed to pay 945 million euros in Moscow (which originally demanded 1.16 billion), PCBs were sold 950 million to Egypt. The differential from the announced amount of the contract signed with Russia in 2011 (1.2 billion euros) would actually consists very largely of the margins, which the French industry will have to give up. They hope well, however, be reimbursed by the state certain costs, such as security and operational maintenance of PCBs, whose bill amounts for the two boats between 2 and 3 million per month. It should clearly see, once endorsed the contract, the delivery of buildings and ancillary equipment orders eventually signed, plus a multi-year maintenance contract likely to reap, what will be for the state final balance between expenditure and revenue . The Elysée and the Ministry of Defence expect in any case clearly a "white operation". Which, after a year of uncertainty and turmoil, is still an unexpected and remarkable performance in the context which was that of Russian PCBs.
one year, Egypt is in any case become one of the main clients of France and its defense industry. To 5.2 billion euros spent by Cairo for the purchase of 24 Rafale Dassault and a FREMM 6,000 tons to DCNS, it must indeed add the contract of a billion euros earned in the summer of 2014 by the french naval group for the supply of four corvettes 2,500 tons of Gowind type. The first of these heavily armed buildings being built on the site DCNS Lorient, will be delivered in 2017, its sister ships being built in Technology Transfer in Alexandria.

The order also includes an option for two additional corvettes, which has not, contrary to some rumors that circulated yesterday was strengthened margins of the conclusion of the Agreement on PCBs. With these, so these are nearly 7 billion that Egypt will inject in the tricolor defense industry. With a potential foreign financial support, such as Saudi Arabia (Riyadh and Cairo are powerful allies, especially in this time of struggle against terrorism).
While France supports the regime of al-Sissi Marshal for the same reasons and has developed a true strategic partnership with Egypt, the alliance between it and Moscow is still very vivid. The Egyptian army would also buy 50 Russian Kamov helicopter gunships Ka-52. The fleet would include 20 Alligator and above 30 Katran (navalized version of the Alligator) that Russia intended precisely initially equipping Vladivistok and Sevastopol (boarding twin rotor helicopters, their highest Western counterparts, had need to adapt aviation facilities of PCBs, including a height of largest hangar on French Mistral).
