It was the perfect scenario for France after the decision of the president to freeze the delivery of the two projection and command ships made for Russia because of the situation in Ukraine. After concluding this was a favorable compromise with Moscow to cancel the contract, Paris finally found very quickly a buyer for the former Vladivostok and Sevastopol, waiting in Saint-Nazaire. So it will be Egypt, which will take delivery of two PCBs in less than six months. While many countries had shown interest in these boats, the case was conducted smoothly

No weapons currently being embedded, it will therefore have to include the integration of new materials (artillery and possibly surface-to-air systems at very short range) to ensure the protection of these major platforms 199 meters long and over 21,000 tons of load displacement.
Besides the technical aspects, an important component devoted to training future crew is also scheduled. Like what happened with the Russians, some 400 Egyptian sailors will arrive in France to learn how to implement the PCB. Training that will be provided technically by manufacturers (DCNS and STX France) and operationally DCI Navfco, with the assistance of the Navy. These are already well established in the field since they have provided in record time this year, the transfer of the former FREMM Normandie and training its crew. Financially, Francois Hollande, who yesterday welcomed the conclusion of the agreement with Cairo, said that France would "lose nothing" in this case. While Paris has agreed to pay 945 million euros in Moscow (which originally demanded 1.16 billion), PCBs were sold 950 million to Egypt. The differential from the announced amount of the contract signed with Russia in 2011 (1.2 billion euros) would actually consists very largely of the margins, which the French industry will have to give up. They hope well, however, be reimbursed by the state certain costs, such as security and operational maintenance of PCBs, whose bill amounts for the two boats between 2 and 3 million per month. The first of these heavily armed buildings being built on the site DCNS Lorient, will be delivered in 2017, its sister ships being built in Technology Transfer in Alexandria.
