القوات الجوية الهندية ترغب بعدد 80 مقاتلة وليس 36
IAF seeks 80 fighters, not 36
Our Special Correspondent
New Delhi, July 4: The Indian Air Force has told the government it needs at least 80 aircraft of the capabilities of the Rafale to make up for the shortfall in its fighter jet squadrons.
In April this year, during a visit to Paris, Prime Minister Narendra Modi had announced that the air force would go for an outright purchase of 36 Rafale fighter aircraft, made by French firm Dassault Aviation.
The figure of 36 is inconsistent with the tender for 126 medium multi-role combat aircraft that the Indian government had floated. The air force too has said the purchase does not fit into its "operational matrix".
A back-of-the envelope calculation suggests that each Rafale could cost around Rs 800 crore. Indian and French officials are now engaged in negotiations to sign a contract in another two months.
Nearly 260 MiG 21 and MiG 27 fighter jets of Cold War vintage are slated to be phased-out of the Indian Air Force's fleet in about eight years. This would make a serious dent in the air force's fighting ability for hostilities in a two-front war.
The government has been trying to address the figure of 36 that the Prime Minister announced in April. Defence minister Manohar Parrikar even said that the air force's requirement could be met by producing an additional number of the Light Combat Aircraft Tejas.
But the capabilities of the Tejas do not bear comparison with those of the Rafale or aircraft of the type that the Rafale is. The Rafale has a much longer range and its payload capacity is far greater, meaning it can carry more munitions and rockets.
At the very least, the air force has assessed it needs five squadrons of an aircraft with the capabilities of the Rafale. The air force has been careful not to name the Rafale itself so as not to betray bias for or against one particular type of aircraft.
The global tender for the 126 medium multi-role combat aircraft through which the Rafale was selected in 2012 from a field of six is as good as dead. Parrikar had said after Modi's announcement in Paris that a "car cannot run on two tracks at the same time".
The outright purchase of 36 Rafale in flyaway condition also goes against Prime Minister Modi's "Make in India" drive.
Indian and French officials are still in negotiations to fix a price for the purchase of the 36 Rafales.
