The estimated cost is $29.432 billion.
This proposed sale will enhance the foreign policy and national security objectives of the United States by strengthening our on-going strategically important relationship with the Kingdom of Saudi Arabia (KSA
).
For the past twenty years the F-15 has been a cornerstone of the relationship between the U.S. Air Force (USAF) and the RSAF. The procurement of the F-15SA, the conversion of the F-15S fleet to a common configuration, and the CONUS training contingent will provide interoperability, sustained professional contacts, and common ground for training and support well into the 21st century.
The F-15SA will help deter potential aggressors by increasing Saudi’s tactical air force capability to defend KSA against regional threats. The CONUS-based contingent would improve interoperability between the USAF and the RSAF. This approach will meet Saudi’s self-defense requirements and continue to foster the long-term military-to-military relationship between the United States and the KSA. Saudi Arabia, which currently has the F-15 in its inventory, will have no difficulty absorbing the F-15SA aircraft into its armed forces.
The proposed sale of this service will not alter the basic military balance in the region.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

SINGAPORE — Saudi Arabia has signed a deal with the U.S. that will make it the launch customer for Boeing’s AH-6i light attack helicopter.
Boeing executives briefing reporters on Feb. 13 ahead of the Singapore Airshow, which opens here Feb 14, said the two sides had inked a letter of acceptance (LoA) for 36 helicopters.
“The [LoA] deal with the AH-6i is done. It was signed a few weeks ago,” said Mark Kronenberg, the vice president of international business development at Boeing Integrated Defense Systems.
With the LoA in place, Boeing and Saudi Arabia can begin final contract negotiations regarding issues such as price and delivery schedules.
The AH-6i was part of a $60 billion Saudi shopping spree for U.S. weaponry, including fighter jets and helicopters such as the Apache AH-64D, unveiled in late 2010.
The largest part of the purchase was completed in 2011 when a nearly $30 billion contract was signed by Boeing to equip Saudi Arabia with 84 new F-15SAs and upgrade 70 fighter jets already in service in the Gulf kingdom.
Having signed a memorandum of understanding in 2010, Jordan was expected to be the launch customer for the AH-6i. Kronenberg said the deal had not gone away but budget pressures had intervened.
U.S. special operations forces already operate an earlier version of the helicopter.
The upgraded machine was heading for the Singapore Airshow, but Boeing opted to take the helicopter back to the U.S. for minor modifications ahead of a flight demonstration for the U.S. Army’s Armed Aerial Scout requirement, Kronenberg said.
Kronenberg said that even though the AAS program’s future remains questionable, Boeing had been assured the Army would proceed with the demonstration, targeted for June or July.

CHICAGO, Dec. 29, 2011 /PRNewswire/ -- Boeing Chairman, President and CEO Jim McNerney today welcomed the announcement by the Kingdom of Saudi Arabia that it has reached an agreement to purchase from the U.S. government 84 new Boeing F-15 fighter aircraft and to upgrade 70 of its existing F-15s.
"For Boeing, this agreement represents the continuation of an enduring partnership between the company and the Kingdom that dates back to 1945 when President Franklin D. Roosevelt presented a DC-3 Dakota airplane to King Abdulaziz Al-Saud, the founder of the Kingdom of Saudi Arabia," said McNerney. "We appreciate the efforts of the Obama Administration and the trust of King Abdullah's government in finalizing the agreement, which will support tens of thousands of American jobs and help the Kingdom enhance its defense capabilities and diversify its workforce."
The Kingdom of Saudi Arabia is one of Boeing's most valued customers operating a fleet of existing Boeing F-15s, Apache helicopters, AWACS, and special mission aircraft. "Boeing is privileged to support the important U.S./Saudi bi-lateral relationship, and we are pleased Saudi Arabia has chosen the proven, state of the art capabilities of our F-15 and rotorcraft platforms," said McNerney. "Boeing views Saudi Arabia as a market with great potential and has made it a priority to invest in Saudi Arabia's aviation industry while working to strengthen local technical and vocational training programs and institutions."
The signing of the letter of offer and acceptance between the U.S. government and the Kingdom of Saudi Arabia on the F-15 is the last official step toward completing an overall sale announced in late 2010 for 84 new and 70 upgraded F-15s. The U.S. government has also offered the Kingdom of Saudi Arabia 70 new AH-64 Apache strike helicopters and 36 AH-6i helicopters, plus support and training. All the LOAs together will total approximately $24 billion in Boeing sales.

Also included are the upgrade of the existing Royal Saudi Air Force (RSAF) fleet of seventy (70) F-15S multi-role fighters to the F-15SA configuration, the provision for CONUS-based fighter training operations for a twelve (12) F-15SA contingent, construction, refurbishments, and infrastructure improvements of several support facilities for the F-15SA in-Kingdom and/or CONUS operations, RR-188 Chaff, MJU-7/10 Flares, training munitions, Cartridge Actuated Devices/Propellant Actuated Devices, communication security, site surveys, trainers, simulators, publications and technical documentation, personnel training and training equipment, U.S. government and contractor engineering, technical, and logistical support services, and other related elements of logistical and program support. The estimated cost is $29.432 billion.
This proposed sale will enhance the foreign policy and national security objectives of the United States by strengthening our on-going strategically important relationship with the Kingdom of Saudi Arabia (KSA).
