و يذكر في الخبر ان شركة نورثوب ارسلت احدى طائراتها التجريبيه لتجريب اجهزة استشعار الاف 35 في المناورات.

و قد تم تجهيز الطائرة التجريبيه ( BAC1-11 ) برادار الاف 35 من طراز ايسا AN/APG-81 و اجهزة الاستشعار الاشعة تحت الحمراء AN/AAQ-37 infrared distributed aperture system (DAS)
هذه الانظمة ستكون للبلوكات المستقبلية كما هي الحال مع الاف 35 الحالية التي سلمت.

5 Russian military aircraft fly by Japan, prompt ASDF scramble

TOKYO (Kyodo) -- A total of five Russian military aircraft flew near Japanese territory on Wednesday, prompting the Air Self-Defense Force to scramble fighter jets, Defense Ministry officials said Thursday.

The Russian planes consisted of two Tu-95 strategic bombers, two Su-24 reconnaissance planes and one A-50 airborne early warning and control aircraft. They flew over the Pacific Ocean and the Sea of Japan off Hokkaido and the Tohoku region in northeastern Japan from around 9 a.m.

A Russian airborne early warning and control aircraft was spotted near Japan for the first time, according to the officials.

India’s new Tejas fighter will be armed with Israel’s Derby missile, according to Indian website LiveMint. The Derby is medium-range active-radar seeker air-to-air missile, that can hit targets at about 50 km. away. Missiles that can achieve this range are known by the acronym BVR - beyond visual range.

A contract for supplying the Derby will be signed by March with Rafael Advanced Defense Systems. Rafael will also fit the missiles on about 200 jets, according to P.S. Subramanya, director of India’s Aeronautical Development Agency, which is developing the light combat aircraft.

The Indian Air Force (known, like its Israeli counterpart, as the IAF) has ordered 40 Tejas fighters to be built. The Indian Air Force also wants 100 units of the Mk-II version of the fighter, and the navy wants 60 of the naval versions, Subramanya said.

The jet "recently obtained restricted initial operational clearance, with a full clearance targeted for December 2012," LiveMint said. In order to obtain full clearance, the jets need to integrate a BVR missile - therefore, delivery of the missiles is expected in the second half of 2012.

India’s Sea Harrier jets carry Derby missiles. Rafael's Python missile, closely related to the Derby, was also an option for the Tejas, Subramanya stated.

In the past decade, as the Muslim world grows more religious and bellicose, Israel has been forging ever-closer ties with natural allies that also face a Muslim threat. These include India and may soon include South Sudan.

BEIJING DENIES RUSSIAN RUMORS OF SU-35 FIGHTER PURCHASE

Last week, Russian media reported Moscow was close to finalizing a $4 billion deal for 48 Su-35s with Beijing. The reported sticking point was that the Russian side wanted greater assurances that Chinese engineers would not reverse engineer the Su-35 and put it into domestic production like the Su-27, which is the model for China’s J-11 (Taipei Times, March 9; Kommersant, March 8; RIA Novosti, March 6). The report by the Russian newspaper Kommersant has generated a flurry of Western commentary; however, there is a striking difference between the Chinese-language and foreign-language coverage of this issue. China’s Ministry of National Defense (MND) has denied emphatically that such a deal is in the works, stating the press coverage is “not in accord with the facts” and the Su-35 “does not fit China’s national situation” (Caixun, March 12; Global Times, March 12). This discrepancy undermines Western analysis of the strategic implications of this announcement and suggests China’s defense aerospace industry is making sufficient progress to meet its military needs.

In a widely reprinted interview, Major General Wei Gang, a senior officer in the People’s Liberation Army Air Force’s (PLAAF) Armaments Department from 2004 to 2011, spoke about the PLAAF’s success in using indigenous innovation (zizhu chuangxin) to meet equipment needs. General Wei touted the J-10 as such an example, while conspicuously avoiding the J-11. Perhaps most importantly, Wei commented that the copying of foreign equipment does not get the PLAAF what it needs and “we must develop forces that meet the needs of China’s developmental circumstances” (China Central Broadcasting, March 9; People’s Net, March 9).

This interview, in combination with MND’s denial, suggests the Kommersant report may be simply rumor—or, alternatively, Beijing is trying to save face by denying the Su-35 deal was ever serious, knowing China’s aerospace industry would not honor the Russian request not to reverse engineer their technology. Giving credence to Beijing’s story over the Russian version suggests Chinese aerospace firms finally may be producing jet engines of the quality needed for advanced fighters—an area where they long have struggled [1]. At a minimum, the Chinese story, if true, would indicate the PLAAF does have its development well in hand and does not have a projected fighter shortfall like the United States and Taiwan.

EVALUATING CHINA’S INTELLIGENCE PENETRATION OF TAIWAN

On February 29, Taiwan announced yet another espionage case involving the Chinese intelligence services. The Chinese reportedly received classified materials from a Taiwanese Air Force captain named “Chiang,” who worked in an office similar to a regional operations control center (China Post, March 1; Taipei Times, February 29). The case raises several questions that countries friendly with Taipei should consider before condemning the Taiwanese government as so penetrated to be irrelevant. The same concerns should be mirrored in Taipei as a call for more transparency with allies.

The case is typical of Chinese intelligence operations against Taiwan (See, “Taiwan Espionage Cases Highlight Changes in Chinese Intelligence Operations,” China Brief, July 1, 2011). Again, the operation developed after intelligence officers approached a Taiwanese businessman, “Chiang’s” uncle, inside China, demanding that he assist them in acquiring Taiwanese secrets and offering to pay him if he did so. During return trips to Taiwan, “Chiang’s” uncle solicited his support in providing the Chinese with sensitive information on Taiwan’s Air Force (Wen Wei Po, March 1; Taipei Times, February 29).

The “Chiang” case once again raises serious if unanswerable questions about Taiwanese counterintelligence and Chinese intelligence operations:

How much damage did “Chiang” do to Taiwanese security?
To what extent are Chinese intelligence organizations targeting Taiwan’s Command, Control, Computers, Communications, Intelligence, Surveillance and Reconnaissance (C4ISR) systems?
To what extent are Taiwanese government institutions penetrated by Chinese intelligence?
Damage Assessment: As seems to be the normal procedure for Taiwan’s Ministry of National Defense (MND), the spokesman, Lo Shao-he, downplayed concerns about the damage from “Chiang’s” spying: “The situation is not as serious as is described in the [media]” (Central News Agency, February 29). Although the rapid denial appears disingenuous, Taiwanese media reported “Chiang” provided information on Taiwan’s early warning radar, E-2T/E-2K Hawkeye surveillance aircraft, and the national air defense network (Taipei Times, February 29). The investigation may be ongoing, but the fact that Taiwanese investigators identified the scope of the damage so quickly suggests the MND could very well be right. The real question now is how was “Chiang” removing data—electronically or by hard copy—because it affects how much technical data was delivered to China.

Chinese Targeting: The number of cases in recent years involving Taiwan’s C4ISR demonstrate Beijing’s interest in it as a target of intelligence. It is not clear, however, whether these are simply collection requirements to be used as appropriate or whether these individuals were targeted because of their access to C4ISR information (Taipei Times, February 29; China Times [Taiwan], February 9, 2011; Taipei Times, February 20, 2008). The inclination is to credit the Chinese intelligence services with superior knowledge and malice aforethought; however, observers should be cautious, and there are many examples of opportunism. If most Chinese espionage cases involve picking up Taiwanese businessmen in the People’s Republic and using them to access Taiwanese government officials, then the deliberateness or opportunism of China’s spies will depend on how well they can investigate the background and connections of those businessmen.

Penetration of Taiwan: The normal elements of Taiwanese espionage cases in fact militate against really successful operations, because the Chinese intelligence services are several steps removed from the information they are trying to get. Many Taiwanese spies provide small selections of documents or their own reports that they can mail or fax to China or hand over to the intermediary. Additionally, very few Taiwanese traitors operate for very long inside Taiwan, suggesting military security and the Ministry of Justice Investigation Bureau are relatively effective. Continuing successes in recruiting spies from senior ranks of the Chinese government also suggest Taiwan maintains some security, or these operations never would have gotten off the ground (“General’s Spy Comments Reveal More Than Just Espionage,” China Brief, September 2, 2011).

There are few easy answers to these questions and certainly none that can be considered authoritative outside the Taiwanese government. For those governments and individuals concerned about Taiwan’s security, a little more conscious evaluation probably is in order before throwing up one’s hands entirely. Public answers about the damage of espionage must necessarily be circumspect lest still valuable intelligence methods become widely known; however, Taipei probably should remember the value of reassuring its allies in private.

High Probability for Installation of Israeli Systems on India's New Fighter Aircraft


The Israeli defense industries are becoming optimistic. An updated assessment says that it is likely that India will purchase Israeli systems for its newly procured fighter aircraft – the French Rafale.
A senior source close to the issue said that while the first eighteen aircrafts will be equipped with French systems, it is possible that the other aircraft will be equipped with Israeli-produced systems.
The new assessment is based on the ongoing discussions between defense industry representatives and senior officials in India. “India recognizes the operational superiority of several Israeli systems, and it seems that they will ask for them,” said the source. He added that it’s possible India will insist that the systems be locally produced by companies that have cooperated with Israeli defense industries in the past.
India has already expressed its desire to equip its new fighter aircraft with Israeli-produced systems, though it is doubtful that the French government will approve the move. At this time, India is most interested in Rafael’s Litening pod, which is used for navigation and for locating ground targets.
The system, which is undergoing an upgrade to its fourth-generation series, is in use by air forces around the world and is considered the best of its kind.

Boeing to Upgrade B-1 Navigation System for US Air Force


Boeing has received a $55.3 million production contract from the U.S. Air Force to upgrade the B-1 Lancer navigation system.

The upgrade will replace the original navigation hardware with a new ring laser gyro system.


"We are no longer using a spinning mass gyro," said Rick Greenwell, B-1 program director for Boeing.

Grounded Mirage fleet to fly by month end: Browne


After remaining grounded for more than a month, the Mirage 2000 aircraft fleet of the Indian Air Force (IAF) is expected to resume flying operations by the end of this month, Air Chief Marshal NAK Browne said here on Tuesday.

The fleet of frontline Mirage 2000 fighter aircraft has been on the ground for more than 35 days since March 5 after investigations were launched into two air crashes that occurred within a gap of 11 days.


"Checks are being carried out and after that the fleet is expected to start flying again by the end of this month," Browne said

American scientists are working on new-generation nuclear-powered unmanned aircraft capable of staying in the air for up to several months. While being able to tackle a wider range of more complicated tasks compared to their existing analogues, the new drones will not require a costly air base network for refueling and technical maintenance.

Boeing Completes On-cost, On-schedule Delivery of F-15K Slam Eagles to Korea




Boeing delivered the final two F-15K Slam Eagles to the Republic of Korea Air Force
(ROKAF) on April 2 at Daegu Air Base. All ROKAF F-15Ks were delivered on cost and on schedule.

"Boeing is proud to have worked with the ROKAF to ensure that their F-15Ks included all the capability and power necessary to defend their homeland through 2040 and beyond," said Roger Besancenez, F-15 Program vice president for Boeing.


Boeing will continue to support the ROKAF fleet through the long-term, affordable Performance Based Logistics (PBL) sustainment contract the company received from the Republic of Korea’s Defense Acquisition Program Administration in February.

Thales delivers first production RBE2 AESA radar to Dassault Aviation

Neuilly-sur-Seine – In February, Thales delivered the first series-produced RBE2 radar with active electronically scanned array (AESA) to the Dassault Aviation facility in Mérignac, France. The radar will now be installed on Rafale C137, the first Rafale with this new capability, which is scheduled for delivery to the French defence procurement agency (DGA) this summer. A comprehensive three-month flight test programme conducted with the first production RBE2 AESA radar at the Istres air base demonstrated the qualities of the radar and confirmed the expected levels of performance prior to delivery to Dassault Aviation.


The RBE2 AESA radar was delivered in line with the contract schedule, demonstrating the new radar’s technological maturity and further consolidating Thales’s European leadership in radars for combat aircraft.



The RBE2 AESA will give the Rafale a number of key advantages:

  • Extended range for full compatibility with the latest-generation long-range missiles, such as the Meteor, combined with the ability to detect low-observable targets
  • Higher reliability for reduced cost of ownership (no major maintenance is required on the active array for 10 years)
  • Waveform agility for high-resolution synthetic aperture (SAR) imagery and increased resistance to jamming


The Rafale will be the only European combat aircraft under full-scale production with an active-array radar. The operational superiority of this omnirole combat aircraft, which was demonstrated most recently during Operation Harmattan in Libya, is now further assured for the full spectrum of French Air Force and Navy missions relying on the new technology.

Iraq is acquiring an array of missiles and other sophisticated systems for the 36 Lockheed Martin F-16s it's buying to build an air force but Washington is reluctant to provide Baghdad with the most advanced U.S. weapons.
U.S. officials say they are worried that a strong Iraqi air force with offensive weapons systems would alarm Iraq's neighbors. Saddam Hussein invaded Iran in 1980 and Kuwait a decade later.
Even nine years after Saddam was toppled in the 2003 U.S. invasion, Saudi Arabia and its Sunni Muslim allies in the Persian Gulf remain deeply suspicious of Shiite-majority Iraq and its Shiite leader, Prime Minister Nouri al-Maliki.

Embraer defense and ssecurity announces more than $180 Million in orders for the A-29 Super Tucano from African Nations


Embraer Defense and Security disclosed today that it has signed contracts with three African nations for the acquisition of the A-29 Super Tucano light attack and advanced training turboprop.

The Burkina Faso Air Force, the first operator of this model in Africa, has already received three aircraft that are used on border patrol missions.


The Angola Air Force recently acquired six of this aircraft for the same mission, and the first three will be delivered in 2012.
