المعنى الحرفي ل Advances : يدفعها قدما .. وهي تشير لموافقته (بمعنى ان ذلك يتفق مع ما قلته) ..

اذ لن يتم انتقالها للخطوات اللاحقة الا بموافقة ادارته ..


هذا تفسيري ومن ثم تأتي الموافقات اللاحقة من الكونغرس على الصفقات التي يريد عقدها ترامب
