Today, we concluded the Security Assistance Management Review (SAMR) and Financial Management Review (FMR) 2023 with les Forces Armées Royales (FAR) of the Kingdom of Morocco.
SAMR/FMR provides a great framework to foster close mil-to-mil cooperation between the United States and the Kingdom of Morocco through strong security cooperation programs such as Foreign Military Sales (FMS) and Building Partner Capacity (BPC).
At this year’s event, USG was represented by the BIG BROTHER — Defense Security Cooperation Agency (DSCA) — and implementing agencies (IAs) — AFSAC, USASAC, SAF/IA, and NIPO, which actually manage the program offices.
For the US Navy, Navy International Program Office (NIPO) led the engagement with the Royal Moroccan Navy (RMN). It provided an overview of US Navy programs with the RMN, updated cases, and reviewed outstanding SAMR/FMR action items during the break-out sessions.
In all, both USG and Moroccan delegation agreed to close all items from previous years and added many new items for 2023. Undoubtedly, the agreed-upon actions reflect the depth and breath of the robust bilateral engagements between the United States and the Kingdom of Morocco — specifically the Forces Armées Royales (FAR) and the DOD.
As a FAO, more specifically a Navy FAO, this engagement drives home the critical role FAOs play in connecting the strategic to the tactical, policy to action, ideas to actionable opportunities, and opportunities to money. But most importantly, connecting DOD folks to partner nations executioners — all enabled and connected by FAOs at the Embassy. In this case, the Office of Security Cooperation (OSC) and the Defense Attaché Office (DAO) Rabat Morocco ensured accesses, coordinations, translation, connections. Undoubtedly, those unseen actions render results possible and ensure success. Such a GREAT Team!! I couldn’t be prouder to be pwrt of this TEAM!!!
