واظن السبب يعود لقانون الاستثمار الاجنبي في الدولة حيث يتوجب ان رغبت شركة اجنبية بدخول الدولة ان يكون لديها شريك اماراتي مسيطر ( EAI في حالة C4AS بالنسبة 51% المسيطرة )
