MISSION: Combined Joint Task Force AL-16 conducts a Live-Virtual-Constructive (L-V-C) exercise in the Kingdom of Morocco from 18 to 27 April 2016 in order to support specific USAFRICOM LOEs associated with the Theater Campaign and Security Plans, exercise selected MARFOREUR/AF and subordinate unit mission essential tasks, and improve U.S. Military interoperability with Royal Moroccan Armed Forces and Multi-National/Regional Partners.
PURPOSE: We will exercise our ability to establish a CJTF that is committed to achieving the USAFRICOM and MARFOREUR/AF exercise objectives associated with Peace Operations under UN mandated processes and procedures. Specifically, this CJTF will conduct an interoperable CPX with Morocco and Multi-National/Regional Partners that will establish a framework for future large scale exercises of increasing complexity that support USAFRICOMs Theater Campaign and Security Plans.
METHOD: We will task organize a CJTF around U.S. , Moroccan, and partner nation militaries and interagency organizations that can integrate capabilities required to execute warfighting functions under the mandates established by the UN for peace operations. This will be accomplished through a series of workshops focused on intelligence, humanitarian assistance, law of war, and public affairs that build into crisis action planning based upon an established scenario with themes ranging from gender based violence to natural disaster. The results of the CAP will ultimately feed into the CPX and drive staff actions during execution. Company level engagement will take place in order to support the live and constructive portions of the exercise.
ENDSTATE: The exercise is executed safely; parity is maintained between Moroccan and USMC forces, while partner nation contributions will be fully leveraged, subordinate units are able to accomplish assigned missions and training objectives, and exercise objectives are completed and assessed, ultimately leading to a framework for more complex African Lionexercises that support the USAFRICOM Theater and Campaign Security Plansfor North Africa.
