قـرر مجلس الـوزاراء الأتحادى الألمانى الثـلاثاء اشـراك الجيش الألمانى فى الحرب الدوليـة الموجـهه ضـد داعـش . و وفقـا لوزارة الدفـاع فى برلين ستتـمركز ست طائـرات استـطلاع من طـراز تـورنادو فى قاعـدة انجرليـك الجويـة التركيـة , بالأضافـة الى تانـكر إيرباص المانيـة و التى ستتـاح لعمليـات التحـالف ضد داعـش. .
بالإضافة الى ذلـك فرقـاطة ستـرافق حاملـة الطائرات الفرنسية شـارل ديغـول فـى حين انـه سيتـم تسليـم بيانات الأقمـار الصناعية الألمانيـة الى الشركـاء . و جاء هذا التفويـض بنـاء على طلب من فرنـسا الى تسـعى لكسـب مزيد من الحلفـاء فـى حربـها ضد تنظيـم الدولة الإرهابـى بعـد هجمـات باريس .
ولا يـزال على مجـلس النواب الألمـانى الموافـقه على ارسـال 1200 جنـدى كحـد اقصـى مدة عـام واحـد تبـدأ فـى الأول من ينايـر , و اذا تـمت الموافـقة يوم الجمعـة كما هو متوقـع ستـصل اول طائرتيـن تورنادو و طائرة التـزود بالوقـود تانـكر الى تـركيا الأسبـوع القادم وفقـا لتصريـح متحـدث بأسم وزارة الدفـاع .
و مع ذلـك و تحـت هذا الأجراء او التفويـض , لن تبـدأ العمليـات العسكريـة قبـل بدايـة عام 2016 , علاوة علـى ذلك وحـدة التحليـل الخـاصة بطائـرة الإستطـلاع الجـوة موجـودة حاليـا فى اسبانيـا مشاركـة فى تدريـبات خاصـة بحلـف الناتـو و تحتـاج لنقلـها الى تركيـا , بشـأن الست طائـرات الإستطلاع المسـماة Recce Tornados المتـواجديـن فى قاعدة انجرليـك لن تقـوم بعمليـات الأستطـلاع اكثـر من طائرتيـن منهـم فى نفـس الوقـت فـى حين ستكـون هناك طائرتـان اخريتان فى وضعيـة التـرااجع و طـائرتـان تبقيـان كأحتيــاط .
و وفقـا للمتحدث الرسمى "بضعـة مئات من الجنـود" تم تخصيصهـم لعمليـات الإستطلاع الجـوى , فى حين انه سيـتم تخصيـص او نشـر 100 الى 200 جنـدى لعمليـات التـزود بالوقـود الجويـة , و على الفرقـاطة سيـكون هناك حوالـى 250 رجل و امـرأة تحـت الخدمـة .
و ان "عشـرات " من افـراد الجيـش الألمانـى ايضاً سيبدأون عملـهم فـى مركـز قيـادة عمليـات التحـال , و وفقـا للمتحـدث الرسمـى ان اغلبيـة ال 1200 جنـدى سيكـونوا مخصصيـن لأي عمليـات اجـلاء او ترحيـل .
من الناحيـة الفنيـة تنضم القوات الألمانيـة للتحـالف الدولـى ضد تنظيـم داعـش الذى يتـم توجيـهه و قيادتـه مباشـرة من مقـر القيادة المركزيـة الأمريكيـة فى تامبـا فلوريدا , وفقـا لوزارة الدفـاع الألمانيـة سيكـون مركـز قياادة قـوات التحالـف البحرية فى الكويـت , بينـما يتـم التحكـم فى قوات سـلاح الجـو من مركـز القيادة فى قـطر , و من هنـاك سيـتم تلقـى اوامـر القـوات الجويـة الألمانيـة .
سيـتم تسليح الجنـود الألمـان بأسلحة للدفـاع عن النفـس عند الضـرورة , و بالنسـبة للتـورنادو سيـتم تزويدهـا بأسلحـة دفـاع سلبـى و كذلـك صواريـخ جــو - جــو .
و بناءا على طلـب من باريـس ,المانيا ستقـوم بمزامـنه رادار قمـرها الصناعـى SAR-Lupe مع اقـمار فرنـسا الإستطلاعيـة Helios .لذلك القـمر الصناعى الألمـانى يجـب ان يتموضع فى مدار مختلـف لتغطيـة مايـقرب من نطــاق 30 كيلـومتـر من المنطقـة المستهـدفة .
فـى حين ان نتـائج عمليـات الإستـطلاع الخاصـة بطائـرات التـورنادو يجـب ان تقـدم بعـد الإختيـار الأولـى من الجيـش الألمـانى للتحـالف الدولـى , فـرنسا و المانيـا سيقـرران معا ما سيـتم تنفيـذه ببيــاناات القمـر الصناعـى , و قال المتحـدث الرسمـى انه لم يتـم الخطيـط لنـقل المعلومـات الإستخباراتيـة لروسيـا .
و بالنسبـة لمكافـحة تنظيـم داعـش تـم تخصـيص حوالـى 134 مليـون يورو (141.7 مليون دولار امريكى) من ميزانيـة وزارة الدفاع الألمانيـة للعـام القادم . و يأتـى التفويـض الجديد على رأس قـرارات الأسبوع المـاضى للتخفيـف من القوات الفرنسيـة المتواجـدة فى مالـى .
و اعلـنت وزيـرة الدفاع الألمانيـة أورسولا فون دير ليين انه تحقيقـا لهـذه الغايـة . الوحـدة او البعثـة الألمانيـة فى الدولة - فى الوقت الحالى حوالى 200 جندى - سيـتم زيادتهم الى 650 جنـدى كحد اقصى . و انهـا تريد ايضا تعزيـز و امداد المهمـة التدريبيـة للقوات الكردية فى شمـال العراق الى 150 جنـدي بدلا من 100 فـى الوقت الحالـى ..
The German Federal Cabinet on Tuesday decided to involve the Bundeswehr in the international fight against the Islamic State (IS). According to the Defense Ministry in Berlin, six Tornado reconnaissance aircraft will be stationed at the Turkish air base of Incirlik, as well as a German Airbus tanker, which is made available to the coalition against IS.
In addition, a frigate will escort the French aircraft carrier Charles de Gaulle while German satellite data will be delivered to the partners. The mandate for the mission came at the request of France, which wants to win partners for the fight against the IS terrorists after the attacks in Paris.
The Bundestag still must approve the mandate to post a maximum of 1,200 soldiers, which shall apply for a period of one year, beginning Jan. 1. If passed on Friday, as expected, the first two Tornados and a tanker could be flown to Turkey next week, a Defense Ministry spokesman said.
However, under the mandate, the operation will not start until 2016. Furthermore, the analysis unit for the reconnaissance aircraft currently is deployed in Spain for a NATO exercise and needs to be transported to Turkey. Of the six so-called Recce Tornados at Incirlik, no more than two would go on reconnaissance mission simultaneously, while two would be held in back-off mode. The remaining two aircraft form the reserve.
According to the spokesman, "several hundred soldiers" are scheduled for the aerial reconnaissance, while 100 to 200 soldiers will be deployed for the air-to-air refueling. On the frigate, about 250 men and women do service.
“Several dozen” German military personnel would also begin their work in the various headquarters of the coalition. The upper limit of 1,200 soldiers for the mission includes a manpower buffer in case of relocations, the spokesman said.
Technically the German forces join the international coalition against the IS, which is directed from the US CENTCOM headquarters in Tampa, Florida. According to the German Ministry of Defense, Navy command for the coalition is set up in Kuwait, while the Air Force is controlled from headquarters in Qatar. From there, the German Air Force also receives orders.
The German soldiers will be armed for self-protection where necessary. The Tornados are to be equipped with passive defense devices as well as air-to-air missiles.
On request from Paris, Germany will synchronize its SAR-Lupe radar satellite with the French Helios optical reconnaissance satellites. Therefore, the German satellite must be placed in a different orbit to cover a roughly 30-kilometer-wide strip in the target area.
While the reconnaissance results of the Tornados should be provided after preselection of the Bundeswehr to the international coalition, France and Germany will decide together what is to be done with the satellite data. The transfer of intelligence to Russia is not planned, the spokesman said.
For the fight against the IS, about € 134 million (US $141.7 million) from the budget of the Ministry of Defense is planned in the coming year. The new mandate comes on top of last week's decision to relieve the French forces in Mali.
Defense Minister Ursula von der Leyen announced that to this end, the German contingent in the country — at present about 200 soldiers — will increase to 650 soldiers maximum. She also wants to beef up the training mission to the Kurdish forces in northern Iraq to 150 soldiers from 100 at present.
The German forces also agreed to provide substantial medical support in case of a major “damaging event” within France.
