FMS: Japan Requests Sale of up to 42 F-35 Joint Strike Fighter Aircraft as F-4EJ Replacement

Released on Tuesday, May 1, 2012

Japan – F-35 Joint Strike Fighter Aircraft

WASHINGTON, May 1, 2012 – The Defense Security Cooperation Agency notified Congress April 30 of a possible Foreign Military Sale to the Government of Japan for a possible sale of an initial four F-35 Joint Strike Fighter Conventional Take-Off and Landing (CTOL) aircraft with an option to purchase an additional 38 F-35 CTOL aircraft. The estimated cost is $10 billion.

All aircraft will be configured with the Pratt and Whitney F-135 engines, and 5 spare Pratt and Whitney F-135 engines. Other Aircraft Equipment includes: Electronic Warfare Systems, Command, Control, Communication, Computers and Intelligence/Communication, Navigational and Identifications (C4I/CNI), Autonomic Logistics Global Support System (ALGS), Autonomic Logistics Information System (ALIS), Flight Mission Trainer, Weapons Employment Capability, and other Subsystems, Features, and Capabilities, F-35 unique infrared flares, reprogramming center, and F-35 Performance Based Logistics. Also included: software development/integration, flight test instrumentation, aircraft ferry and tanker support, spare and repair parts, support equipment, tools and test equipment, technical data and publications, personnel training and training equipment, U.S. Government and contractor engineering, technical, and logistics support services, and other related elements of logistics support. The estimated cost is $10 billion.

Japan is one of the major political and economic powers in East Asia and the Western Pacific and a key ally of the United States in ensuring the peace and stability of this region. The U.S. Government shares bases and facilities in Japan. This proposed sale is consistent with these U.S. objectives and with the 1960 Treaty of Mutual Cooperation and Security.
The proposed sale of aircraft and support will augment Japan’s operational aircraft inventory and enhance its air-to-air and air-to-ground self-defense capability. The Japan Air Self-Defense Force’s F-4 aircraft will be decommissioned as F-35’s are added to the inventory. Japan will have no difficulty absorbing these aircraft into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be Lockheed Martin Aeronautics Company in Fort Worth, Texas, and Pratt and Whitney Military Engines in East Hartford, Connecticut. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require multiple trips to Japan involving U.S. Government and contractor representatives for technical reviews/support, programs management, and training over a period of 15 years. U.S. contractor representatives will be required in Japan to conduct Contractor Engineering Technical Services (CETS) and Autonomic Logistics and Global Support (ALGS) for after-aircraft delivery.

There will be no adverse impact on the U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

هذا تقرير يتحدث عن مشكل في F22 و هو عدم وجود اكسجين كافي للطيار في قمرة القيادة
After six years and 46 planes, the F-22 Raptor program at Langley is complete. One of the last of the pricey, single-seat Air Force fighter jets to roll off Lockheed Martin's production line arrived in Virginia on Friday.

But top brass at the Hampton base, home to the service's Air Combat Command and two Raptor squadrons, aren't really celebrating the milestone. They're too busy trying to figure out why some F-22 pilots aren't getting enough oxygen in the cockpit.

اعتقال مواطنين تايوانيين حوالا سرقة اسرار طائرات عسكرية امريكية منها ف22 لصالح الصين

Two Taiwanese nationals accused of trying to smuggle drugs through a New Jersey port were charged today with plotting to export sensitive U.S. military technology to benefit the Chinese government.

Hui Sheng Shen, 45, and Huan Ling Chang, 41, who were arrested in February and are being held without bail, appeared before a judge today in Newark, New Jersey. They are accused of conspiring to buy unmanned aerial vehicles, or drones, as well as E-2C Hawkeye surveillance airplanes and stealth technology related to F-22 fighter planes.

Shen and Chang “purportedly acted on behalf of agents of the People’s Republic of China and sought to acquire assets and information which, in their words, ‘would hurt America,’” according to an amended criminal complaint. Agents posing as crooked importers recorded the pair, U.S. authorities said.

RIAT organisers get ready for bumper show

his year's (RIAT) has attracted so many aircraft the show's organisers are having to turn down late requests from militaries wanting to participate in the two-day event's flying display, says chief executive Tim Prince.

Highlights of the 7-8 July show at RAF Fairford in Gloucestershire will include a combined 16h of flying by combat aircraft, helicopters, transport and military trainers from multiple nations, plus several aerobatic display teams. The latter will include the Royal Saudi Air Force's Saudi Hawks, Seoul's Korea Aerospace Industries T-50-equipped Black Eagles, and the United Arab Emirates' Al Fursan team, flying Alenia Aermacchi MB339s.

The Saudi Hawks will return to the show following their 2011 debut

South Korea and Colombia are sending aircraft for the first time, taking to 53 the number of countries to have taken part in the air tattoo in its 41-year history. Another is expected to be confirmed soon.
Also making its RIAT debut will be Russia's Irkut Yak-130 advanced jet trainer/light attack aircraft, which will then go on to appear at the 9-15 July Farnborough air show. Four US Marine Corps-operated Bell Boeing MV-22 Osprey tiltrotors will also be present (one pictured below), while the Vulcan To The Sky Trust aims to have Avro Vulcan XH558 back in action following a recent engine incident.

The Royal Air Force will perform notable flypasts involving multiple types from its air transport fleet, including last RIAT appearances by the Lockheed Martin C-130K tactical transport and Vickers VC10 tanker, and a repeat of the "E II R" formation flown by 27 BAE Systems Hawk trainers over Windsor Castle during the Queen's recent Diamond Jubilee celebrations.
Prince says ticket sales for this year's show are running above the level recorded by the same stage last year, despite it occurring only three weeks before the opening ceremony for the London Olympics. "That's because of the fantastic array of aircraft that we have coming to RIAT," he says.
A new e-ticketing system will be open from 28 June until the two show days, or until the maximum 170,000 capacity for the weekend is reached, Prince says.
RIAT's ability to attract participation from the armed services of a wide variety of nations has been strengthened by a UK initiative to invite senior officials to attend a pre-show conference at a nearby location. To be held on 5 July, the event will this year include the heads of more than 40 air forces from around the world.
Meanwhile, the show's organisers have signed extended sponsorship deals with BAE Systems and Lockheed Martin, with the annual event confirmed at RAF Fairford through 2016.

Eight Eurofighter Typhoon aircraft from German Jagdgeschwader 74 (JG 74) took part in a two week ‘Red Flag’ exercise in Alaska alongside American, Polish, Japanese and Australian air forces. Eurofighter Typhoons were deployed from their home base in Neuburg, Southern Germany, to Eielson Air Force Base to participate in the internationally renowned exercise.
Red Flag, which lasted from 11th until June 22nd, provided an opportunity for the participating nations to gain invaluable experience in tactical missions, collective defence and conflict management. Wing JG 74 took part in the exercise in readiness for its assignment to the NATO reaction force this year, assuring the unit has the right level of interoperability and capabilities for such a role.
Marc Grüne, Lt. Col. of Fighter Wing 74, said: “The German Air Force’s decision to take part in exercise Red Flag – Alaska offered a great opportunity for Fighter Wing 74 to train, test and improve personal skills and aircraft capabilities. We wanted to see if the Eurofighter is capable of everything we think it is. And the aircraft is definitely capable. The challenging tasks and tough working days have brought the best out of everyone because of the spirit and passion of the people.”
Red Flag participants are organised into “Red” aggressor forces and “Blue” coalition forces. The Red force included air-to-air fighters, ground-control intercept, and surface-to-air defence forces to simulate threats posed by potentially hostile nations. These forces employed defensive counter-air tactics directed by ground-control intercept sites. Range threat emitters – electronic devices which send out signals simulating anti-aircraft artillery and launches – provide valuable surface-to-air . The Blue force – of which the JG 74 Eurofighter Typhoons were part – included the full spectrum of U.S. and allied tactical and support units.
During the two-week employment phase of the exercise, the JG 74 Typhoons flew 98 of the planned 102 sorties. Aircrews were subjected to every conceivable combat threat. Scenarios were shaped to meet each exercise’s specific training objectives. Typically about 70-90 jets are flying at the same time in one of the two daily so called waves. The exercise has a building block approach, where mission difficulty will increase to a point where up to about eighteen threat aircraft will present a highly capable, modern opponent.
The commander of Fighter Wing 74, Col. Andreas Pfeiffer, said of the exercise: “If you put all of the factors together, this is probably the highest quality training you could possibly get in modern air combat.”
The deployment of the eight Neuburg based Eurofighter Typhoons to Eielson Air Force Base set a new milestone in the history of the German Air Force with the 8,000 kilometre, ten hour Atlantic crossing to the Alaskan base, located 42 kilometres south east of Fairbanks. The Eurofighter Typhoons made the trip in groups over two days, supported by two German MRTT A310 tankers and demonstrated again the ease of deployability over long distances.
Background information
Eurofighter Typhoon is the world’s most advanced new generation real multi-role/swing-role combat aircraft available on the market and has been ordered by six nations (Germany, Italy, Spain, United Kingdom, Austria and the Kingdom of Saudi Arabia).
With 707 aircraft on contract and 559 aircraft ordered, it is Europe’s largest military collaborative programme and delivers leading-edge technology, strengthening Europe’s aerospace industry in the global market. More than 100,000 jobs across 400 companies are secured by the programme.
Eurofighter Jagdflugzeug GmbH manages the programme on behalf of the Eurofighter Partner Companies: Alenia Aermacchi/Finmeccanica, BAE Systems, EADS CASA and EADS Deutschland, Europe’s foremost aerospace companies with a total turnover of approx. €123.2 billion (2011).

USAF Air Combat Command chief qualifies on F-22 Raptor

The head of the US Air Force's Air Combat Command (ACC) has qualified to fly the Lockheed Martin F-22 Raptor.
Gen Mike Hostage started training to fly the stealthy fifth-generation fighter in solidarity with the Raptor pilots under his command. F-22 pilots have been experiencing a series of hypoxia-like physiological incidents which have yet to be explained.
"I'm asking these airmen to assume some risk that exceeds the norm in day-to-day training, and I have to be willing to do it myself and experience firsthand what they do," Hostage says.

According to the USAF, Hostage completed the initial F-22 transition course at the Raptor formal training unit (FTU) at the 43rd Fighter Squadron at Tyndall AFB, Florida, on 27 June. Once he returns to Joint Base Langley-Eustis in Virginia, Hostage will undergo additional training in the Raptor, the USAF says.
Normally, pilots undergo basic aircraft qualification at an FTU before being assigned to an operation squadron. Once at an operational unit, a pilot has to undertake mission qualification training in order to be certified to go to war as a wingman.
However, because of the unusual circumstances under which Hostage ended up flying the Raptor, the general will be operating with a number of F-22 squadrons throughout the USAF.
Four-star general officers very seldom fly operationally with line units.

The Pentagon has notified the US Congress of the possible sale of additional F/A-18F Super Hornets and EA-18G Growlers to Australia, with a deal possible by mid-2013.
This comes amid growing concerns about a capability gap that could arise from delays to the delivery of the country's (JSF) aircraft.
wants 12 F/A-18Fs and 12 EA-18Gs in a deal valued at $3.7 billion, according to the notification by the Defense Security Cooperation Agency (DSCA). The package includes 54 General Electric F414-GE-402 engines, 35 Raytheon AN/APG-79 radar systems and other training, logistics and support services.
If the deal goes through, these will supplement the 24 Super Hornets that are already in service with the Royal Australian Air Force (RAAF).
"The proposed sale will improve Australia's capability in current and future coalition efforts," says the DSCA. "Australia will use the enhanced capability as a deterrent to regional threats and to strengthen its homeland defence."
In December, Australia sent a letter of request to the DSCA seeking information on costs for a possible purchase of 24 additional Super Hornets.
At that time, defence minister Stephen Smith said that the letter of request did not commit Australia to purchase the additional aircraft, but was sent so that "the Australian government can consider all options in 2013 with the latest cost and availability information".
The notification of a possible sale comes only days after Smith said that the decision could be made in the middle of the year.
"We do need, I think, to make a decision by the middle of this year about any risk for gap in capability, and we'll do that in a methodical, exhaustive, due diligent way," he says.
Australia is due to hold an election on 14 September this year, and it is expected that a decision will be made before the government enters caretaker mode in August.
The RAAF's 24 Super Hornets entered service in 2010 as an interim replacement for its F-111s, which were originally planned to be replaced by the F-35A JSF. The Super Hornets received final operating capability at the end of 2012.
Delays to the JSF programme and the decision last year to postpone the purchase of an initial batch of 12 F-35As until 2014-2015 as a budget saving measure forced the government to assess its options to ensure that a capability gap does not emerge.

سلاح الجو الروسي يوافق على التصميم الخاص بقاذفة روسيا المستقبلية pak da

MOSCOW, April 11 (RIA Novosti) – The Russian Air Force has approved the conceptual design and specification of its future PAK-DA strategic bomber, paving the way for development of components for the aircraft, Air Force Commander Lt. Gen. Viktor Bondarev said Thursday.
“The development of the aircraft is going as planned. The outline of its design and characteristics has been approved and all relevant documents have been signed allowing the industry to start the development of systems for this plane,” Bondarev said at a meeting with Russian lawmakers.
The PAK-DA (meaning future long-range aircraft) project has been in the works for several years but was given the formal go-ahead by the Russian leadership last year. It is due to replace Russia’s aging fleet of 63 Tupolev Tu-95MS Bear and 13 Tu-160 Blackjack strategic bombers in the next decade.
According to recent reports in the Russian media, citing defense ministry sources, the Tupolev design bureau has won the PAK-DA development tender with its concept for a subsonic aircraft with a “flying wing” shape which provides superior “stealth capabilities.”
The Defense Ministry insisted that the PAK-DA should be equipped with advanced electronic warfare systems and armed with new nuclear-capable long-range cruise missiles in addition to a veriety of high-precision conventional weapons.
The new bomber is expected to go in production by 2020 and will be built at a new aircraft assembly line at Russia's Kazan plant (KAPO), according to defense ministry officials. The same plant previously built the Tu-95MS and Tu-160.
