Feb 26/15: April set as French arms delivery commencement. France reportedly is to start shipping its planned sale of $3 billion worth of French arms to Lebanon in April.

The announcement appears to have taken many media organs by surprise, given the already volatile military situation in the country. Different reports ascribe various Saudi motives for the pressing of the weapons into Lebanese Army hands, ranging from expressing pique at the U.S. (UPI)

. It took the French two years to get to this point of readiness. Had the Saudis sought U.S. arms, the approvals would certainly have been much longer in coming, if they ever came. That the Lebanese Army would take on Hezbollah remains unlikely, as precedent shows a long inability to deny Hezbollah anything in Lebanon the group wishes to take.

The Saudis, patrons and protectors of the world's Sunni Muslims, see strengthening Lebanon's military as a way to counter Shiite Iran's influence in the Levant through its main regional proxy, Hezbollah, supported by the Assad regime.

The $3 billion put up by Riyadh will buy the Lebanese military, currently outgunned by Hezbollah, what it has long been denied by the United States, until now its main benefactor. Washington has refused to provide heavy weapons and offensive capabilities in case they fell into the hands of Hezbollah.

The Lebanese are expected to go shopping for air-defense systems, a major gap in their military capabilities, attack helicopters, mobile artillery, naval patrol boats, special forces equipment and reconnaissance/surveillance systems.

The United Arab Emirates has offered military aid and is expected to deliver three French-built Puma helicopters soon.

The announcement of the Saudi aid for Lebanon came two days after Hollande wrapped up a visit to Saudi Arabia for talks on commercial links with Riyadh, which hasn't bought any major French arms systems for two decades.

Lebanon is to receive 24 CAESAR 155 mm self-propelled artillery systems under the equipment package negotiated between Saudi Arabia and France, company officials told IHS Jane's on 23 February.

The systems are to be delivered using the standard French Army configuration and could be delivered in as little as 15 months as the company's CAESAR production lines are currently operational. However, continued delays in the progression of the deal - which is being funded by Saudi Arabia and delivered by France's ODAS - mean that it is likely to be longer before the systems are delivered.

According to the representatives, the number will see the Lebanese Army equipped with two batteries of 12 guns each.
