قالت الولايات المتحدة إن الولايات المتحدة توزع حوالي 10 مليارات دولار سنويًا على شكل منح أمنية ودفاعية للحلفاء في جميع أنحاء العالم ، لكن الصين تغرق سوق الأسلحة في محاولة لإضعاف النفوذ الأمريكي باستخدام التسعير بأسعار منخفضة والتمويل المفترس والرشوة. كلارك كوبر ، مساعد وزير الخارجية للشؤون السياسية والعسكرية.

“Caveat emptor!”, Cooper quoted the Latin for “buyer beware”, a warning he cited repeatedly in his remarks.
According to the Stockholm International Peace Research Institute, the United States was the world’s largest arms exporters between 2014 and 2018 followed by Russia, France, Germany and China. US sales rose 29 per cent during the period compared with 2.7 per cent for China
Cooper said China’s ambitions extend far beyond its relatively modest hardware exports, with sales that lock in US allies with debt traps and other forms of exploitation
While Cooper touched on Russia’s role, including its disruptive sales of high-quality S-400 air defence systems, most of his speech was devoted to China, citing Middle East purchases of Chinese CH-4 armed drones that broke within months, with customers “now turning around to get rid of them”.
The Chinese embassy in Washington did not respond to a request for comment
The State Department official then turned his attention to training and after-service care. Countries buying American weapons are able to send military officers to the US International Military Education and Training programme, he said, where they get the same “world class” schooling as their US counterparts
“Not so in China,” he said, where foreign trainees may be lumped in with potentially lower-quality officers from around the world in China’s International Military Education Exchange Centre
The facility’s “lackadaisical approach to military education is well below the standard China provides to its own officers,” he added. “Caveat emptor!”
An ambassador with one Asian nation, who asked not to be identified, said Cooper’s speech was consistent with recent US talking points. “They see China as an emerging power and competitor,” he said. “It’s very normal. But we make our own judgment based on our experience.”
An African diplomat said the US and Chinese quality comparison has merit. “Anything good has to be expensive,” she said. “If you want security, it has to be good.”
