Egypt, France and arms deals
During his visit in December 2020 to Paris, Egyptian President Abdel Fattah El-Sisi met with a
number of CEOs of French defense companies, including Airbus Defence & Space, Naval Group
and Dassault Aviation.
Reports from Cairo suggest that during his meeting with Airbus CEO Guillaume Faury, President
El-Sisi inquired about the acquisition of a military observation satellite and a military telecom
satellite.
He also inquired about the possibility of assembling the satellites in Egypt, in the Sidi Barrani air
base, under the supervision of French engineers.
The Egyptian government did not yet select a contractor, but the blueprints and finalized cost
are expected to be presented to President El-Sisi himself sometime in April.
President El-Sisi also met with Naval Group CEO Pierre Eric Pommellet and inquired about the
purchase of 10 Gowind-class corvettes and the possibilities of forming an assembly unit in the
Egyptian naval base in Mersa Matruh in 2022.
Furthermore, President El-Sisi met with Dassault Aviation CEO Eric Trappier. They discussed the
possibility of purchasing 12 more Rafale jets and getting them delivered to the Egyptian Air Force
(EAF) in late 2021.
On the other hand, President El-Sisi met with the French Minister of Transport Jean Baptiste, to
discuss further cooperation.
A contract for the extension of the Cairo metro is set to be announced sometime in the future.
A sum of 150 million euros will be allocated from the French Development Agency (AFD) to the
development of the new metro, which will possibly connect Cairo to more rural areas in the
salient of upper Egypt.

Egypt, Naval Group and submarines [Update No. 2]
Reports from Cairo suggest that over the last months, Egyptian officials have held three meetings
with executives from the French shipbuilder Naval Group to finalize the deal for the purchase of
Scorpene 2000-class submarines (*).
Egypt is not only interested in buying raw military hardware from Naval Group, but would also
like to acquire technology and assemblage knowledge, similarly to India.
In fact, India was successful in purchasing technology and assemblage rights for a number of
naval vessels from Naval Group, and the Indian Navy is currently in possession of several stealth
Scorpene-class submarines that were fully produced in India.
Egypt is currently establishing a new naval base known as “3rd of July” on the northwestern
Mediterranean coast.
This base would not only act as a logistical hub for the Egyptian Navy’s Northern fleet, but would
also include a production facility. Several French engineers will train engineers from the Egyptian
Navy at the base, in cooperation with Naval Group.
Negotiations between Egypt and Naval Group had slowed down in the winter of 2020 due to the
COVID-19 pandemic, but talks have picked up again in January and are still ongoing.
Sources close to the situation say that several countries have objected to the transfer of
technologies that would allow Egypt to produce advanced stealth systems for the Scorpene 2000,
as these countries believe that this would affect the balance of power in the Mediterranean.
Meanwhile, Naval Group has agreed on selling the assemblage rights of the Scorpene 2000 to
Egypt, but talks are still ongoing on the transfer of technologies.
There is talk that Egypt would prefer to showcase the newly purchased Scorpene submarine side
by side with a locally assembled Scorpene for media purposes.

Cairo committed to corvettes and patrol vessels being 'Made in Egypt'

As European majors like Damen, Fincantieri and Navantia try to woo Cairo as it plans to acquire 20 patrol vessels and six corvettes, the Egyptian Navy insists on solid partnerships and the transfer of technological knowledge.
According to our sources, the Egyptian Navy plans to purchase around 20 offshore patrol vessels (OPV) to guard its coastline and exclusive economic zone (EEZ). Several major European shipyards, including the Dutch Damen Shipyards, Italian Fincantieri, and Spanish Navantia, as well as French OCEA and Constructions Mécaniques de Normandie (CMN) are working hard to charm and impress the navy's general staff, led by Commander Ahmed Khaled Said and rear adm Ashraf Mogahed.
Cairo is also looking to acquire six new corvette warships. For both projects, Egypt wishes to favour local involvement and the transfer of technical knowledge. This was already the state's strategy in 2014, on a €1bn contract with French Naval Group for four Gowind 2500corvettes. Three of the ships were built by Egyptian Alexandria Shipyard (ASY), owned by the minister of defence through Maritime Industries and Services Organization (MIASO). Last year, the same shipyard began building four Meko A-200ENfrigates using German technology provided by ThyssenKrupp Marine Systems (TKMS).

In a similar vein, German shipyard Lürssen won last year a €130m tender for ten patrol vessels. Its owner Peter Lürssen visited ASY in August 2020 and returned to Egypt in January to meet with President Abdelfattah al-Sissi. They discussed the construction of various ship models, the transfer of technical knowledge and training for Egyptian Navy's crews.
