كراتشي (رويترز) 8 فبراير (كونا) : إن باكستان بلد محب للسلام و لا تريد أن تشارك في سباق التسلح. والاستراتيجية وذكر كذلك القدرات التقليدية وتتركز نحو الاحتياجات الدفاعية المشروعة وتعزيز peace.This من قبل رئيس الوزراء سيد يوسف رضا جيلاني في حين تحدث بصفته ضيف الشرف في حفل تنصيب السندات الإذنية Shamsheer في المسفن السندات الإذنية هنا يوم Monday.The السفينة هو متعدد الفرقاطة مهمة وتحتل المرتبة الثانية من اربع سفن التي سيتم الحصول عليها بموجب وإف 22 ف الفرقاطة البرنامج.
وقال رئيس الوزراء انه أمر يبعث على الابتهاج للأمة أن امكانات الفرقاطة السندات الإذنية Shamsheer كان الانضمام للاسطول البحري الباكستاني. وهنأ جميع الذين يشاركون في البرنامج الفرقاطة.
جيلاني عن تقديره لتركيز والعمل الجاد من وزارة الدفاع إنتاج والبحرية الباكستانية والشركاء الصينيين لبرنامج ناجح مما أدى إلى الانتهاء في الوقت المناسب للسفينة من الدرجة الثانية.
وقال رئيس الوزراء أنه كان آخر من مظاهر الصداقة الباكستانية الصينية التي كانت تعتبر بحق نموذج علاقة مبنية على الاحترام المتبادل والثقة والاطمئنان الكامل.
وقال : "نحن فخورون لعلاقاتنا مع الصين ذلك الوقت ويتم اختبار جميع علاقة الطقس الذي هو أعلى من الجبال واعمق من المحيطات".
وقال جيلاني ان "لدينا علاقات الصداقة والشراكة الاستراتيجية مع الصين كانت وستظل حجر الزاوية في سياستنا الخارجية." هذه العلاقات ، وأضاف ، كانت تستند إلى مبدأ عدم التدخل في كل الشؤون وothers'internal لم تكن موجهة ضد أي قطر.
وقال رئيس الوزراء ان التعاون الدفاعي بين البلدين منذ زمن طويل بين باكستان والصين تنمو من قوة الى قوة لتحقيق المنفعة المتبادلة لكلا البلدين.
بمناسبة كنه أيضا عن امتنانه العميق لحكومة وشعب الصين وهنأهم على التوصل إلى آخر السمة المميزة لصداقتنا اليوم مع الحث على السندات الإذنية Shamsheer في اسطول من البحرية الباكستانية.
وقال ان باكستان ، ويقع على مفترق طرق الحضارات الكبرى وطرق التجارة. موقعها الجغرافي الاستراتيجي ، وموقعها الجغرافي الاقتصادي في العصر الحالي تقتضي تعزيز الجهود فيما يتعلق بالأمن الإقليمي والعالمي.
"ولذا فإننا نشارك وتسهم أكثر من حصتنا العادلة لمحاربة القوات التي تهدف إلى زعزعة استقرار وتدمير السلام الدولية" ، لاحظ جيلاني.
أعرب عن تقديره للبحرية الباكستانية التي لم تكن سوى حراسة "نحن جزء من بحر العرب ولكن حتى بعد ما يصل الى ساحل افريقيا عن طريق الشحن البحري الحيوية التي يتم من الوريد الوداجي يمر الاقتصاد العالمي".
وقال رئيس الوزراء ان "الحكومة تعترف أيضا وتعتز البحرية الباكستانية فيما يتعلق بجهود لمواجهة تهديدات الارهاب والقرصنة ، والتعهدات اثنين هائل وخاصة بالنظر إلى عدد محدود من الأصول التي تملكها".
وقال ان الحكومة كانت أيضا مدركة لاحتياجات البحرية الباكستانية على الوفاء بالتزاماتها الوطنية والدولية.
وقال جيلاني ان رئيس الوزراء "ان باكستان ليس لديها أي مخططات للهيمنة في المنطقة. وعلاوة على ذلك ، نحن لا نريد الدخول في سباق تسلح مع أي بلد ".
وقال : "لدينا استراتيجية وكذلك القدرات التقليدية وتتركز نحو الاحتياجات الدفاعية المشروعة ، وتعزيز السلام. لهذه الغاية سنعمل تجهيز قواتنا المسلحة وفقا لذلك بغض النظر عن الصعوبات الاقتصادية ".
رئيس مجلس الوزراء واثق من أن رجال يرتدون الزي العسكري لديها الإرادة والمهارات الاستغلال الأمثل للموارد المقدمة للدفاع عن الوطن الام ، وكذلك الوفاء بالالتزامات الدولية لتحقيق الاستقرار والأمن.
كما انه شدد على القدرة المحلية على إنتاج قطاع الدفاع وقال ان هذا له أهمية خاصة بالنسبة إلى الموارد المتعطشة للبلد مثل باكستان كما كان للحفاظ على توازن عادل بين الاحتياجات والمتطلبات الأمنية للنمو الاقتصادي.
وبالتالي في بلد الإنتاج الدفاع هو الحل المنطقي لضمان الاستخدام الأفضل للموارد المتاحة ، واضاف.
وقال جيلاني انه سعيد لمعرفة ان كان البرنامج الفرقاطة أيضا جزءا لا يتجزأ من توطين الجانب التي من شأنها أن تفي بها بناء الفرقاطة الرابعة في كراتشي لبناء السفن وأعمال الهندسية (KSEW).
وبناء هذه السفينة في باكستان ينطوي على رفع كفاءتها من كراتشي لبناء السفن ، فان هذا سيؤدي الى انعاش صناعة بناء السفن التي من شأنها أن تؤدي في نهاية المطاف في احيائها في نهاية المطاف ، وسوف تساهم في النمو الاقتصادي العام في باكستان ، واضاف.
في هذا الصدد ، واضاف ، انه كان مرة أخرى أعرب عن شكري للأصدقاء الصينيين الذين قدموا الخبرة اللازمة وكذلك نقل التكنولوجيا إلى تتجسد في البرنامج.

KARACHI, Feb 8 (APP): Pakistan is a peace-loving country and does not want to be engaged in an arms race. Its strategic as well as conventional capabilities are focused towards legitimate defence needs and promotion of peace.This was stated by Prime Minister Syed Yusuf Raza Gilani while speaking as chief guest at the induction ceremony of PNS Shamsheer at the PN Dockyard here on Monday.The vessel is a multi-mission frigate and is second of four ships to be acquired under F-22 P Frigate programme.
The Prime Minister said it was a matter of jubilation for the nation that a potent Frigate PNS Shamsheer was joining the Pakistan Navy fleet. He congratulated all those who are involved in the Frigate programme.
Gilani appreciated the focus and hard work of the Ministry of Defence Production, Pakistan Navy and Chinese partners for a successful programme which resulted in timely completion of the second ship of class.
The Prime Minister said it was another manifestation of Pakistan-China friendship which was rightly regarded as a model relationship based on mutual respect,trust and complete confidence.
He said ,” we are proud of our ties with China that are time-tested and all weather relationship which is higher than mountains and deeper than oceans”.
Gilani said “Our friendship and strategic partnership with China has been and will remain the cornerstone of our foreign policy.” These ties, he added,were based on the principle of non-interference in each others’internal affairs and were not directed against any country.
The Prime Minister said that the long-standing defence cooperation between Pakistan and China is growing from strength to strength to the mutual benefit of both the countries.
On the occasion he also extended his profound gratitude to the government and people of China and congratulated them for reaching yet another hallmark of our friendship today with the induction of PNS Shamsheer in the fleet of Pakistan Navy.
Pakistan, he said, is located on the crossroads of major civilizations and trade routes. Its geo-strategic and geo-economic position in the present times demand enhanced efforts with regard to regional and global security.
“We are therefore engaged and are contributing more than our fair share to fight the forces that aim to destabilise and destroy the international peace,” Gilani remarked.
He appreciated the Pakistan Navy which was not only guarding “our part of the Arabian Sea but even beyond up to the coast of Africa through vital shipping that are jugular vein of global economy pass”.
The Prime Minister said ,”the government also recognises and admires Pakistan Navy’s efforts with regard to countering threats of terrorism and piracy, the two phenomenal undertakings especially considering the limited number of assets that it possesses”.
He said that the government was also cognizant of Pakistan Navy’s needs to fulfil its national and international obligations.
Prime Minister Gilani said,” Pakistan does not harbour any hegemonistic designs in the region. Moreover, we do not want to engage in an arms race with any country”.
He said,”our strategic as well as conventional capabilities are focused towards legitimate defence needs and promotion of peace. To this end we will equip our armed forces accordingly regardless of economic hardships”.
The Prime Minister was confident that the men in uniform had the will and skills to optimally utilize the resources provided for defence of the motherland as well as fulfil international commitments for stability and security.
He also emphasised the indigenous capability of the defence production sector and said this was particularly important for a resource- starved country like Pakistan as it had to maintain a fair balance between the security needs and requirements of economic growth.
Thus in-country defence production is a logical solution to ensure best utilisation of available resources, he added.
Gilani said he was happy to learn that the frigate programme had also an embedded indigenisation aspect which would be fulfilled by the construction of a fourth Frigate at Karachi Shipyard and Engineering Works (KSEW).
As construction of this ship in Pakistan involves upgradation of Karachi Shipyard, this would result in reviving the shipbuilding industry that will eventually result in its revival and will eventually contribute towards the overall economic growth of Pakistan, he added.
In this regard, he added, he was again thankful to the Chinese friends who provided necessary expertise as well as technology transfer to materialise the programme.
The Prime Minister was sure that this would go a long way and the two countries in future would cooperate and mutually develop programmes of shipbuilding in defence as will as in commercial sectors.
On the occasion the Prime Minister announced a grant of Rs 50 million for the welfare of Pakistan Navy Fleet troops.
Earlier, on arrival at Pakistan Navy Dockyard, Prime Minister Syed Yusuf Raza Gilani reviewed the guard of honour. He was also given a 21-gun salute.
As part of the induction ceremony of the frigate, the Prime Minister also handed over the scroll to the Commander of Pakistan Fleet, Rear Admiral Tanveer Faiz.
The Chief of the Naval Staff, Admiral Noman Bashir, presented the welcome address.
The induction ceremony of the PNS Shamsheer was attended among others by Sindh Governor Dr. Ishrat-ul- Ebad Khan and Chief Minister Syed Qaim Ali Shah.
